摘要
通过分析吉林省新农村建设的基础和在资金、观念、人才、村庄规划等方面的制约因素,提出了拓宽新农村建设所需资金来源、科学选择和培训人才、确保九年义务教育、加强农村劳动力素质培养的新农村建设路径。
The basic factors restricting the construction of the new rural area in funds, conception, qualified personnel and village planning of Jilin province were analyzed. The ways of providing funds, constmcting human resources, guaranteeing nine-year compulsory education and training of rural labour quality were put forward.
