摘要
长期以来,嘉兴市区拆迁安置一直采用以“拆一还一”为原则的产权调换形式,虽然这种拆迁安置形式对社会经济发展、城市基础设施建设、市区规模扩大以及房地产市场繁荣曾起到过巨大的促进作用。但是随着国家对房地产业一系列宏观调控政策的出台,市区房地产市场已经出现供大于求,观望气氛浓厚,空置面积大幅增加等不利局面。为了促进市区房地产市场的可持续发展,必须改变现行拆迁安置形式,以货币补偿来替代原有的产权调换。
For a long time, property right exchange has been the only form of the removing and resettlement, with "remove one, replace one" as the principle. Such form has played a significant role in socio -economic development, urban infrastructure construction, urban expansion and prosperity of the real estate market. But, many unfavorable situations have been developed such as oversupplying and full of drift atmosphere, vacant space increasing in magnitude in urban real estate market, since the debut of a series of State macro - control policies on real estate. In order to promote the further healthy urban real estate market and sustainable development, we must change the existing property right exchange form to the monetary compensation form.
