城乡建设用地增减挂钩分析——以重庆市沙坪坝区为例

Study on Pothook of City Construction Land Increase and Rural Residential Land Decrease

在对城镇建设用地增加与农村建设用地减少挂钩的概念、政策依据及意义进行理论探讨的基础上,以重庆市沙坪坝区为例,分析了该区开展城乡建设用地增减挂钩的迫切性和有利条件,并对研究区域城乡建设用地增减挂钩的潜力进行了测算,提出了促进城乡建设用地增减挂钩的对策和建议。

Pothook of the increase of city construction land and the decrease of rural residential land provided a new method to relieve the demand of city construction land in the progress of urbanization. Shapingba district in Chongqing was taken as an example to analyze the necessity and advantage of pothook policy. The potential of the increase of city construction land and the decrease of rural residential land was studied. Finally, correlative suggestions were put forward to promote the actualization of the pothook.
