摘要
建立了兼顾安全与经济的电力系统优化调度协调理论的整体框架,提出了优化调度在空间尺度、时间尺度、电力生产环节、控制对象、电网安全稳定控制策略、优化目标、“三公”调度等7个方面的协调调度机制及协调调度模型。在空间尺度与时间尺度上,提出了“自下而上预决策及申报、自上而下决策、整体优化、多级多类优化协调、逐级逐类细化”的优化调度协调模型及算法,该模型考虑了国调、区域调和省调的优化调度计划在当前时间级、上一时间级、下一时间级之间的相互优化协调,能够实现资源在全国范围内的优化配置。在电力生产环节,提出了基于市场机制的节能发电安排原则及节能发电调度模式。
The whole framework of coordination theory of electric power system optimal dispatch considering security and economics is established, and the coordinative dispatching mechanism and model at 7 aspects of space scale, time scale, power production link, controlled object, security and stable control strategy, optimized goal and open impartial equitable dispatch are presented. On the space and time scale, the coordinative optimal dispatching model and algorithm of "pre-decision making (prearrangement) and declaring from bottom to top, decision making from top to bottom, multi-level optimal coordination and refining level by level" are proposed. In this model, the mutual optimal coordination of each level of optimal dispatching schedule between the current time scale, the previous and next time scale are considered, and the optimal arrangement of resources in the nationwide scale can be realized. In power production link, the energy-conservation power generation arrangement principle and dispatching pattern based on market mechanism are proposed.
