摘要
分析了湖南省水资源利用的3个区域性特征:洪涝灾害和季节性干旱问题严重;水利工程调蓄能力整体偏弱;节水护水意识不强,资源利用效率低。在此基础上选取能够反映区域特色的水资源可持续利用评价指标体系,从水资源利用现状、水资源利用效率、水资源可持续利用压力和水资源可持续利用能力4个方面对水资源可持续利用状况进行综合评价,给出了湖南省14个地区的水资源可持续利用状况的得分高低和类型划分。结果表明,在空间结构上看湖南省水资源可持续利用呈现周高中低的态势,水资源可持续利用的能力和效率整体偏弱,水资源利用效率与利用压力、利用能力之间具有一定的互补关系。
In this paper, three regional characteristics of water resource sustainable utilization in Hunan province were analyzed firstly, namely flood and seasonal drought disaster were serious, the adjustment capacity of water resources engineering was frail, the consciousness of saving and protecting water resource was feebleness and water resource utilization efficiency was low. Based on the analysis, the evaluation index system, which can reflect the regional characteristics of Hunan province, for sustainable water resource utilization was selected. From the aspect of status of water resources utilization, the efficiency of water resource utilization, the stress of water resources sustainable utilization and the capacity of water resource sustainable utilization, the situation of water resources utilization was evaluated comprehensively, the evaluation scores and the type classification of 14 districts of Hunan province were obtained. The result showed that the situation of water resources sustainable utilization presented the general decrease trend from the around to the center, the efficiency and capacity of water resources sustainable utilization was weak, and there was obvious correlation between efficiency, stress, and capacity of water resources utilization.
