摘要
综合配套改革试验是我国在新的历史时期进行改革攻关的重要战略举措,其实质是进行制度创新,必须依法推进。同时也要为其提供相应的法律制度供给。本文从分析综合配套改革试验的内涵出发,阐述了法律保障的需求,并针对我国目前综合配套改革试验法律保障供给中存在的问题,提出了具体的政策建议。
Pilot overall reform is in essence for institutional innovation, which involves the innovations in various aspects like economy, society, policy, culture and environment. It comes with risks as it attempts to have breakthrough with the existing institutions and policy framework and so legal proction is needed to prevent from the risks involved. The present text also pointes out some of the problems in these legal guaran- tees in the overall reform and policy recommendations are put forward.
