Design and Implementation for Web-based Flood Control Consultation System of Heilongjiang Province

建立黑龙江省防汛会商系统,对于提高防汛会商效率,减轻洪灾损失,提高黑龙江省水利信息化水平具有重要意义。通过对防汛会商业务流程和信息需求的分析,进行防汛会商系统的功能结构设计,研究其关键技术,开发了基于Web的省级防汛会商系统,取得了良好的应用效果。

Flood control consultation system is very important for Heilongjiang Province to improve its efficiency of flood control, to reduce its disaster lost and to promote its modernization level of water conservancy. Analyzing the requirement of flood control consultation, this paper gives a design for function and structure of flood control consultation system. And adopting some key techniques, such as Web, Web GIS, module metadata and integration management, it researches and develops the web - based flood control consultation system of Heilongjiang Province. The effect of these techniques, which are applied to the practical design and development, is also illustrated.
