电子期刊解决“学术期刊危机”的积极作用——兼谈国外期刊“开放存取”运动的兴起

20世纪70年代以来,特别是90年代以来,期刊出版商日益垄断并控制期刊出版市场,并大幅度提高期刊价格,而图书馆经费面临日益缩减的趋势。由此导致出现所谓“学术期刊危机”。本文主要从编辑出版角度,对“学术期刊危机”的产生、电子期刊解决“学术期刊危机”的积极作用,以及国外为解决“学术期刊危机”所进行的期刊开放存取运动进行了论述。

Since 1970s, especially 1990s, periodicals publishers have been increasingly monopolized and controlled periodical published market and greatly increased the periodical price. The library expenses, however, are running low gradually, which leads to so- called ＂academic periodical crises＂. Tiffs paper discusses how the e - periodical and how abroad make us of open access to solve the crisis effectively.
