The Integration and Development of Systems: Mission and Strategy in CPC Construction

十六大以来,党开始了新世纪党的建设的伟大工程,形成了有深刻内在逻辑联系的先进性建设和执政能力建设两大建设路径,两大建设路径的有机统一就构成了创造性党建的基本格局。创造性党建应在价值、组织和制度三个方面同时进行。创造性党建的战略基点在于制度整合发展,制度整合发展的行动路径在于推进党内民主建设,党内民主建设的重点有三个方面:提高党内权力的约束性和规范性;增强党内制度的合理性与权威性;扩大党员的参与度和认同度。

Since the 16th National Congress,the Party has initiated the great project of the Party construction in the new millennium,forming two major construction approaches-construction of the Party's progressiveness and administration capability which are profoundly and logically linked to each other.The two construction approaches are integrated to lay a basic structure for creative construction of the Party.Creative construction of the Party should be conducted on the three aspects of value,organization and system,while its strategic starting point rests on integrated development of systems,whose fulfillment demands improvement in democracy construction within the Party.Three aspects of inner-party democracy construction are emphasized in this paper: first,enhancing the power to constrain and standardize inner-party authority;second,improving the rationality and authority of the Party's internal system;third,enlarging the Party members' participation and identification to the Party.
