关于农业旅游开发管理的若干思考

On the Management of Agricultural Tourism Development

发展农业旅游是破解新农村建设难题的有效途径之一,对解决农民收入低下和农村剩余劳动力转移有着重大意义。文章从经济学角度分析当前发展农业旅游中面临的问题及成因,认为发展农业旅游的关键在于解决与行业特性相关的外部性和“公地悲剧”问题,并且应当尤其重视农民利益的实现。文章从制度安排的角度出发,探讨了农业旅游开发的管理模式,引入了科学的村民联合自主开发模式并提出初期思考。

Agricultural tourism can increase the peasants＇ income and transfer surplus labor force in rural China. It is one of the effective approaches to the difficulties in China＇s new rural construction. This paper analyzes the problems in agricultural tourism development and their causes from an economic perspective. It indicates that the key to developing agricultural tourism lies in dealing with trade-related positive externalities and the tragedy of common land, especially in the realization of farmers＇ interests. In conclusion, the paper suggests from the aspect of institutional arrangement a management mode of agricultural tourism development,introducing a scientific mode-peasants＇ joint self-development, and gives a preliminary thought to this mode.
