摘要
把科学研究象限模型的巴斯德象限变换为科技象限模型的新巴斯德象限,反映了科学和技术的关系以及科技政策意义的变化。通过若干实证事例分析,发现高科技各个前沿领域主要分布于新巴斯德象限;从巴斯德象限蕴涵的科技政策含义变化,探讨了基于新巴斯德象限的高科技政策新范式及其战略意义;进而延伸到基于知识活动系统的产学研三螺旋创新模型的重构,并以此作为实现高科技产业化的基本对策。
It reflected the changes of the relation between science and technology and the one of the implication of science and technology that Pasteur's Quadrant based on scientific research quadrant model was transformed to New Pasteur's Quadrant based on science-technology model. It was seen by the analysis of several cases that some frontiers of high technologies were distributed in New Pasteur's Quadrant. The new paradigm of High-tech policies based on New Pasteur's Quadrant and its strategic meaning were explored. On the basis of knowledge activity system, an innovation model for a triple helix of industry-university-research relations was extended and re-constructed which was taken a basic countermeasure to realize the industrialization of high-tech.
