我国水利工程建设监理存在的问题及对策研究

Study on the Problem and Strategy of Construction Supervision in Hydraulic Engineering in China

我国自推行工程监理制度以来,工程监理为保证工程质量、控制投资、缩短工期和提高效益发挥了显著的作用,但水利工程建设监理目前仍存在着市场管理比较混乱、监理外部环境差、监理费用低等问题,为有效保护国家、建设单位和监理单位的利益,提出了相应的对策,对水利工程建设监理制健康持续开展具有一定的指导意义。

Engineering supervision has played an important role in engineering quality, cost, time and economic benefit controls since it was implemented in China. But there exist some problems and difficulties in hydraulic engineering construction, such as the inefficient market management, the poor external environment, and low input for supervision, which need to be solved. In order to protect the interests of the nation, the construction organization and supervision agencies, the countermeasures for the problems are put forward, which will be useful for healthy development of hydraulic engineering supervision in China.
