日本国立大学和私立大学结构和功能分化的比较研究

A Comparison of Specialization of Structure and Function between National University and Private University in Japan

国立大学和私立大学虽同在日本高等教育制度中居主导地位,但两者的结构和功能不同。在学校决策上,国立大学的教授享有很大的自治权利,但私立大学的教授在学校决策中所具有的发言权微乎其微;在和政府的关系上,政府对国立大学奉行给予相当多的财政支持却不干涉内政的政策,政府对私立大学奉行既不给予过多财政支持也不干涉的政策;在功能上,国立大学主要发挥研究功能,私立大学主要发挥教育功能。

This paper makes a comparison between national university and private university in Japan. Although they both have important positions in higher education of Japan, there exist many differences between the two. As for university policy-making, the faculty of national university enjoy more autonomy, however the private university hardly has autonomy. The government gives great financial support but little control to national university, however little financial support and little control to private university. The national university play mainly the role of research, but the private university play mainly the role of education.
