摘要
教师职后继续教育是一个很复杂的系统工程,它不仅需要国家政策、法规的推动,需要由认识的提高和观念的转变而产生的自觉主动的参与,还需要教育行政部门的有效督导和广大教师的民主监督。教师职后教育的重要性是教师职业专业化特点的要求,是终身学习和学习型社会的需要,是教育发展和改革的基本动力,是教师个人发展的需要。当前中国教师职后培训存在的误区是职后培训意识淡薄,培训目的不明确、培训特征不明显,层次性不强、培训思想性不足和培训内容更新滞后。作者建议加强教师职后培训,强化职后教育意识,及时更新职后教育理念,树立明确的培训目标,把教师职后培训与更换教师资格证书制度相结合,把教师职后培训与晋级、升职和加薪联系起来,政府加大对教师职后继续教育的投资力度,只有系统中各个要素的协调配合,才能确保教师职后继续教育发挥其应有的功能。
Teacher's in-service continuing education is a complex systematical program needing not only the powerful guarantee of the laws and regulations from the state, but also the spontaneous participation of the trainees, even the effective supervision of the educational administrative departments, and the democratic supervision of the teachers. Only when the factors in this system assort with each other can the in-service continuing education system of teachers fully exert its functions. Though the analysis of the importance of the in-service continuing education and the problems existing is based on the experiences of other countries, the suggestions on how to improve the in-service continuing education of teachers are valuable.
