中小企业技术创新基金投资体制研究——从“支持模式”到“投资模式”的转变

Study on the Investing System of Innovation Fund for Technology Based Firm——Transformation from Supporting System to Investing System

创新基金已经成为我国政府支持科技型中小企业发展的主渠道,但是它现有的单纯财政资金的支持模式一直延续至今。介绍了基金管理中心目前的支持方式并对其进行评价,探索了将支持模式转变为投资模式的思路,指出应开拓资金的投入方式,结合技术创新企业资金需求的特点和不同阶段选择不同的投资方式,并进行资金拨付方式的改革。

Being a main channel to support technology based firm, innovation fund has become an important part in national innovation system. It has been being supported by single national finance till now. The article introduced present supporting system of innovation fund directive center and evaluated it, then researched into how to transform supporting system to investing system. Directive center should increase investing style of innovation fund and choose different style according to different characters and phases during the course of technical innovation in small firms, at the same time, the center should reform style of paying mode of innovation fund.
