摘要
本文认为,当前中观条件下流通费用有居高不下的走向,流通不经济或交易不经济现象较为突出。文章提出,为降低流通费用,必须在中观制度安排下,走出制度与组织的悖论;从本质上去认识流通费用,对流通费用进行分解,分门别类作出具体、客观的评价,以理性地遏制流通费用的不断升高;下大力气对流通体制、经济组织进行科学的制度安排,治理或重新构建流通体制框架,加大宏观尤其是中观调控力度,降低流通费用,实现流通经济,避免流通不经济。
The author maintains that, at present, in meso dimension, the cost of circulation is still keeping rising, circulation inefficiency and transactional inefficiency is becoming the prominent problems. To solve these problems and realize circulation efficiency, the author gives such countermeasures as making clear understanding of circulation cost, rationally keeping the cost within a certain limit, paying more attention to scientific institutional arrangement and strengthening macro, especially meso control.
