From the synthetic visual angle of resource base, sports output and developmental risks of ＂postathletics＂, it scrutinized the practical general layout of the top-level sports teams in physical education institutions of higher learning, and pointed out that the top-level sports teams in physical education institutions of higher learning were faced with a rare developing opportunity. It brought forward that the strategic plan of the high-level sports teams in physical education universities and colleges should have the refinement of sustainable competitive advantage in mind, follow the basic principle of the development from strongness to largeness and take the assurance of allround development of athletes as a foundemental prerequisite. The function of government in this process was to construct a good platform for development and favorable competitive environment in physical education institutions of higher learning.
