国防公共产品属性的重新探讨

Re-Discussion on the Attribute of National Defense Public Goods

国内外公共产品的经典文献将国防视为纯公共产品,这种分析过于"粗放",也无法与历史与现实的实际情况完全吻合。本文对"国防是典型的纯公共产品"的传统论断提出质疑。国防产品在历史上曾经作为私人产品而存在,只有某些组成部分符合纯公共产品的特征,但无法据此推导出"国防是纯公共产品"的结论。而是符合准公共产品的属性。

The classical theories, which analysis in extensive way and thus couldn＇t accord with the fact totally, took national defense as ‘ pure public goods＇. This paper challenged the judgment of ‘ national defense belongs to pure public goods＇. National defense was private goods at once time or another. Some not all compositions of national defense belong to pure public goods. In fact, national defense has the characteristic of quasi-public goods.
