摘要
结合中国国情,通过对"差别电量计划"的机理、发电权交易理论、小火电退出的市场补偿机制、跨省跨区外送电交易、大用户直购电交易等问题进行深入研究,提出了电力节能减排与资源优化配置技术(兼顾市场机制与政府宏观调控的节能发电调度技术),该技术通过实施差别电量计划、关停小火电补偿发电量指标交易、"以大代小"的发电权交易、跨省跨区外送电交易、大用户直购电交易等五招"组合拳",提高高效、环保、节能发电机组的市场份额,逐步使小火电机组退出市场,从而促进了电源结构的调整,实现了和谐多赢,既发挥了市场机制在资源优化配置中的基础性作用,又实现了节能减排的目标。
According to China's actual situations, and based on the deep study on such problems as mechanism of differential power generation scheduling, the theory of power generation fight transaction, the market compensation mechanism for withdrawing of small-scale thermal power plants, the transactions of trans-provincial and trans-regional outward power transmission and the transaction of direct-purchasing electricity by large power consumers, the authors propose a technology of energy-saving power generation and pollutant emission reducing, that is also known as the technology of energy-saving generation dispatching mode and operational mechanism considering market mechanism and government macro-control. By means of implementing the differential power generation scheduling, and developing the transaction of generated energy index to compensate the withdrawing market of small-scale thermal power plants, the power generation right transaction for replacing the small units with large units and the transaction of direct-purchasing electricity by large power consumers one after another to enlarge the market share of efficient, environment-protecting and energy-saving generation units and make the small-scale thermal power plants withdrawing the market stage by stage, thereby the adjustment of power source structure is promoted and the harmonic multi-winning can be realized. In such a way, the basic role of market mechanism in optimal allocation of resources can be played and the objective of energy-saving and reducing pollutant emission is implemented.
