摘要
为了维护电网安全、可靠、经济地运行,必须公正合理地对参与电网自动发电控制(AGC)电厂进行考核和结算。当AGC机组退出运行后,国内电力市场在结算时一般未考虑其对区域联络线功率电量经济考核的影响,仅以罚款系数对其进行考核。这种结算方式缺乏合理的量化理论依据,不能真正体现市场的公平性,一定程度上制约了AGC机组性能的提高和更加有效地运行。在解析AGC运行和结算过程的基础上,根据谁造成损失谁补偿的原则,提出一种量化的补偿算法,来评价机组退出AGC运行对区域联络线功率电量经济考核的影响。算例说明了该补偿算法的合理性和有效性。
In order to make the power systems operate securely, reliably and economically, the examination and settlement of automatic generation control(AGC) ancillary service should be made in the plants. In China, after AGC unit's exiting, penalty coefficient is simply adopted in its settlement, without considering its influence on the financial compensation of tie-line's power and energy. Due to lack of reasonable quantitative theory, the fairness of the market can't be embodied in this kind of settlement, and the improvement of the performance and the more effective running of AGC units are restricted to some extent. Based on the analysis of the running and settlement process of AGC, a quantitative compensation method is presented to evaluate the effect of AGC's exiting on the fmancial compensation of tie-line's power and energy. The rationality and validity of the compensation method is illuminated by testing example.
