On Legal System Honesty

法制诚信是一种不同于人格性诚信的制度性诚信,它是法治社会中组织社会生活的首要力量。法制诚信由立法诚信、司法诚信和守法诚信所构成。立法诚信包括立法过程方面的诚信与法律设计方面的诚信。司法诚信包括对法律忠诚及法律运用过程的公正(包括司法公正和执法公正)。守法诚信则体现在公民真诚地认同法律、自觉地遵守法律和积极地使用法律上。

The legal system honesty is different from the personal honesty and system honesty. It is the most important strength the government organizes the social life by law. The legal system honesty is constituted by the legislation honesty, the judicial honesty and the honesty of obeying the law. The legislation honesty includes the honesty in legislation process, the honesty of legal design. The judicial honesty includes the loyal to the legal and the fairness in the process of utilization to the law. The honesty of obeying the law manifests that the citizen approve the law sincerely, abide by the law initiatively and use the law positively.
