论财政压力下的乡镇政府改革——以广西NK镇为例

Town Government Reform under the Financial Pressure:A Case of Guangxi NK Town

随着"三农问题"的凸现,中国乡镇财政与政府改革问题越来越为人们所关注。目前中国大部分乡镇政府不同程度地承受着财政压力,反映出在财政支出和收入方面存在问题,也折射出体制缺陷。NK镇进行了改革,但资金短缺依然是其发展的瓶颈,机构臃肿、人浮于事的现象仍然存在;需通过法律规范地方政府的行为,从"开源"和"节流"入手解决乡镇财政问题;进一步理顺各种关系,实现政治体制和财政体制的统筹改革。

With the appearance of the country problems, more and more people pay attention to the issues of town finance and reform. Now most of town governments in China endure the financial pressure in different degrees, which reflects financial revenue and expenditure problems, and the governmental polity defects. NK town government has been taking some measures, but financial shortage is still the bottleneck of its development. The phenomenon of overstaffed organizations still exists. This paper is to restrain local governments by laws, to broad sources of income and decrease expenditure, to deal with varying relations well and to carry out the reform of political polity and financial polity as a whole.
