摘要
我国现行政府绩效评估没有立足具体国情与现实文化背景,出现盲目照搬和复制西方政府绩效评估模式的倾向。要克服这种不良倾向,就必须构建适合我国国情的绩效评估体系,将其与我国政府管理体制改革的基本目标——服务型政府建设有机结合起来。通过提出"服务型政府绩效评估体系构建"研究议题,阐释服务型政府绩效评估体系研究的理论基础与现实依据,以期形成对我国政府绩效评估基本理念、理论基础、制度体系以及评估方法的系统考察,探寻适合我国政治体制、管理制度和文化背景的政府绩效评估体系构建的基本思路。
There is an approach that blindly copying Western governments' performance evaluation model for our government performance evaluation system which was not based on Chinese specific national conditions. To construct a government performance evaluation system that suits Chinese national conditions, it must to organically integrate the construction with the building of public - service - ori- ented government, which is the fundamental objective and core mission of the management system reform. Through the research topic " Construction of Performance Evaluation System of Public - Service - Oriented Government" , and explaining its framework with a view to systematic inspecting the basic concept, the theoretical foundation, systems and the assessment methods on Chinese government performance evaluation, and to searching for macroeconomic ideas of construction government performance evaluation system that suits Chinese national conditions.
