摘要
加大机构整合力度,探索实行职能有机统一的大部门体制,健全部门间协调配合机制是加快我国行政管理体制改革的必然要求。本文就探索推行大部制改革提出了几点思考,分析了大部制改革的意义和原则,探讨了需要重点研究的五个问题,即:决策、执行和监督职能的分离与协调问题,综合管理与专业管理部门的关系问题、法律保障问题、配套措施问题及理论研究问题。
In order to push forward the government reform in China, this article provids a vision to further integrations of organizations, and to explore a ＂Super Ministry System＂ with organic and unified functions for the purpose of interdepartmental synergy. It identifies relevant significance and principles, and discussed five practical problems related to designs of the ＂Super Ministry System＂, such as functional synergy, comprehensive and professional management, legal foundations, accompanying measures and theoretical studies.
