提高教学质量是高等教育发展的永恒主题,教学质量管理是高校教学管理中最重要的管理。构建完善的教学质量监控和保证体系,实质是通过教学质量管理各个主体职责和权力的合理配置来实现的。教学督导制度是高校内部教学质量管理的重要组成部分,也是教学质量监测保证体系中自我约束机制的重要内容。当前应强化和完善教学督导制度,实现高校教学质量管理权力的制衡,才能使教学质量管理更加有效。

Improving teaching quality is an everlasting theme in the development of higher education and teaching quality control is the most important part in university teaching management. The duties and the power of each teaching quality control department should be distributed reasonably to perfect the control and guarantee system of teaching quality. The teaching supervision system is not only an important part of university teaching quality control but also the essential content of self-restraining mechanism. So teaching quality control will be more effective if the teaching supervision system can be improved and the power of university teaching quality control be balanced.
