摘要
制度建设是反腐倡廉的治本之策。改革开放30年来我们党和国家始终将反腐倡廉制度和法规建设放在重要位置,且在实践中不断探索、不断向前推进、不断加以完善,逐步建立起一套与我国社会政治生活相适应的反腐倡廉制度体系,基本实现"有法可依"。但我们也要清醒地看到,现有反腐倡廉制度和法规还存在着缺乏科学性、滞后性、执行不力等问题,亟待按照"在坚决惩治腐败的同时,更加注重治本,更加注重预防,更加注重制度建设"的要求,将反腐倡廉制度和法规建设推向一个新阶段,提高到新水平。
System construction is the once-in-all solution to corruption. During the past 30 years, the Party has always placed the construction of the system and regulations in fighting corruption at an important position, and been exploring, improving and perfecting a system corresponding to our social and political life in our country. However, we must clearly realize that, problems still exist and it is imperative to promote the construction of the anti-corruption system to a new stage and new level in accordance with the demands of the Party's 17th Congress.
