摘要
地铁项目的建设特点要求更高水平的建设管理。通过对我国现行建设程序的分析及中、外建设程序的比较,指出我国现行建设程序中存在着建设环节不完善的问题,并论述了增加实施策划环节的必要性。提出从完善程序着手,将实施策划引入地铁建设程序并给予一定的推行力度,可以提高地铁项目建设决策的科学性及实施的计划性,减少由前期准备工作不足带来的损失。最后,分析了建设实施策划的概念及其内涵,并探讨了地铁项目实施策划的内容与方法。
The characters of subway project construction ask for better construction management. According to the analysis of Chinese present construction procedure and to compare it with that in developed countries, the existent faultiness in our procedure and it＇ s imperfection for the project are indicated. To increase the process of implementation planning to our present construction procedure could complete it and improve the ability of decision - making and planning. At the same time, it can diminish the expense due to insufficient prophase preparatory work. Finally, the concept, theory, method and content of implementation planning of subway construction project are introduced in this paper.
