摘要
依据文献记载,"村"概念出现于东汉中后期,直至隋朝"村"一直作为一种自然聚落的名称。唐朝开始推行"村"制度,将所有野外聚落统一名为"村",并依据村内家户数的多少设置村正,"村"正式成为一级基层组织。"村"制度开始于武德年间,至开元年间逐渐完善。"村"制度是唐朝革弊"求治"政策中的重要一环。
According to the historical literature, the notion of Cun（村） which has been the name of the natural community before Sui Dynasty appeared in the mid -latter Eastern Han Dynasty. Cun system has been pursued during Tang Dynasty, all the field communities have been called ＂Cun＂ at that time. Cunzheng（ 村正, the ruler of Cun） has been set up according to the number of family. Cun became a grass-roots unit formally.
