摘要
在传统电力系统运行调度理论基础上,细化和挖掘其基本的经济机制,丰富和发展电力系统的运行调度理论是非常重要的。该文就管制与放松管制下电力系统运行调度理论进行分析,阐述目前存在或不明确的问题,阐明对电力商品的总体认识。依据电力商品的积分和微分属性,提出以边际成本理论为核心,以有功功率为电力商品根本属性的电力商品等效及度量的基本思路,并给出了分析和解决的方法。对市场环境下电力系统运行中有功调度、无功优化和成本补偿等市场机制问题进行了细致阐述,以期电力系统运行调度理论研究在市场环境下得到稳健发展。
On the basis of traditional power system operation dispatch theory,how to fractionize and excavate its basic economic mechanism is very important for the abundance and development of power system operation dispatch theory.In this paper,power system operation dispatch is analyzed for the environment of regulation and deregulation,the existing or unclear problem is presented,and the electricity goods is described wholly.Using the marginal cost theory as a core and active power as an essential attribute of electricity goods,the basic idea of equivalent electricity goods and its measurement is proposed,which is based on the integral and differential attributes of electricity goods.Then,the analysis and solution ideas are given,and the active power dispatch,reactive optimization and cost recovering are described in detail in the power system operation,to expect the steady development of power system operation dispatch theory under the electricity market environment.
