我国自上世纪90年代末开始的高校大规模扩招以来,高等教育的学费以惊人的速度上涨,已经超出了普通居民的承受能力,很多学生因为支付不起高昂的学费而无缘接受高等教育,教育公平遭到严重的挑战。如何运用好成本分担理论促进我国高等教育事业和谐有序地发展,最大限度地保障教育的公平和社会的公正,已经成为当前高等教育在发展过程中迫切需要解决的问题。
