摘要
随着我国电力市场改革启动大用户直购电试点,研究大用户转运费用的合理分摊方法具有重要的理论和实践意义。提出了一种综合考虑分时电价、电能质量和直购电量3个因素的固定成本综合分摊方法。建立了分时电价指标模型和电能质量指标模型。利用多层次交互式的方法确定各指标的权重,进而得到用户的综合指标值,利用此指标修正邮票法对固定成本进行分摊。算例表明,该方法能更加公平合理地分摊固定成本。
With start of trial operation of direct purchasing electricity for large consumers in China, the method on how to allocate wheeling charges of large consumers is of vital theoretical and practical significance. A synthetical method for allocating fixed wheeling cost of larger consumers is presented taking time-of-use (TOU) pricing, power quality and electricity quantity of direct purchase into account. Modeling TOU index and power quality index is proposed. The weights of three indices are determined by interacting between the transmission company and large consumers based on multilevel models to get comprehensive evaluation indices for all consumers. The postage stamp method is modified to allocate the cost. Test results show that the method can allocate fixed cost more reasonable.
