石油资源产业经济集约型发展探析

石油资源产业要坚持提高资源利用效率和实行资源节约并举方针,实现持续有效、快速健康、集约型发展,彻底转变经济发展方式。按照国家石油经济发展规划和国家石油战略要求,从维护石油经济稳定和安全出发,合理有效地开发、利用和配置国际国内石油资源,加大石油科技、教育和人才投入,加大石油技术改造、技术进步和自主科研、自主创新力度,完善石油现代企业制度和现代管理模式,建设资源及能源节约型、技术和质量效益型石油产业,实现从数量型到质量型、从速度型到效益型、从粗放型到集约型、从外延型到内涵型转变和发展。

The paper poins out that oil resource industry should pursue the policy of the simultaneous development of raising the efficiency of resource use and implementation of resource conservation.In accordance with the national oil economic development planning and national oil strategic requirements,from maintaining economic stability and security,we should rationally and effectively develop,use and allocate the domestic and international oil resources;increase the investment in oil science and technology,education and personnel,oil technological transformation,technological progress and independent research,independent innovation;improve the oil modern enterprise system and the mode of modern management;build conservation-minded and technology-quality-efficient oil industry;so as to realize the transformation and development from a volume-to-quality,speed-to-benefit,extensive to intensive,extension to the meaning.
