论农民发展权保护的政府责任

Government's Responsibility for Protection of Farmer's Development Right

保护包括农民在内的公民权益是现代政府的基本职责,也是政府以人为本、关注民生的价值体现,是统筹城乡发展、实现政府目标的关键。现实中,农民发展权保护中政府责任的缺位、越位和错位现象比较严重。增强农民发展权保护的政府责任,不仅要消除二元体制,完善法律制度,更要以公平为核心理念,打造责任政府。

It is a basic duty for government to protect the civil fight of all social members, including farmers. It is the embodiment of value for government to regard people as foundation of country and care for the living of people. Meanwhile, it is a key to balance the development between the city and countryside and realize the goal of the government. In reality, it is a serious pmblem that govemment fails to protect the farmer＇s development right. To strengthen the duty of government to protect farmer＇s development right, we should eliminate the dual system and perfect the concerning law. What＇s more, we should build liability government with justice as core notion.
