Study on International Experience and China's Affordable Housing Construction

本文阐述了特定社会经济条件下廉租房补贴方式的选择机制,总结出选择标准,以此甄别我国281个地级市的合理补贴方式,指出现阶段应以住房建设补贴为主,若以现金补贴为主导无法保障我国城市居民当前的居住需求。并结合国外经验,提出我国廉租房建设的建议。

This paper discusses different allowance strategies of affordable renting house, and concludes the standard for making choice under specific social and economic situation. By constructing optimization model, allowance strategies of 281 cities are estimated. It points that more than 70% of the cities shall be guaranteed by provision of low-rent homes at present time. The result indicates that provision of monetary subsidy, the presently main way, is not reasonable for the social economic situation in China. Based on international experiences, the paper researches the options for affordable renting house.
