一个政府部门如何建立,它从无到有经历了什么过程,需要具备哪些条件,厘清并研究这些问题,对于我们认识行政管理体制改革的过程具有十分重要的意义。城市管理行政执法机构的建立过程对于认识这个问题具有典型的参考价值。它是应对城市化进程中,对以前计划经济条件下条块分割的行政管理体制的改革,虽有成绩,但问题也不少,下一步改革何去何从,是十分关键的问题。

It is very meaningful for us to possess of a clear understanding about the following issues： the process of establishment of a government department and the required conditions of its establishment. Learning the process of establishment of Comprehensive Enforcement Department （also known as the city management and enforcement department） could help us to recognize the question well. The establishment means reformation from our former planned - economy administrative system, and simultaneously grows up according to the urbanization process. It brought some achievements and a number of issues. Thus, how to put forward in the next step becomes quite important. Through a brief review of the history of the system, this paper makes out the process of the establishment, and tries to forecast the possibilities the next step would take.
