摘要 从系统的观点探讨铁路建设项目经济效益评价问题。提出铁路建设项目直接经济效益、间接经济效益和综合经济效益的评价方法,并引用案例进行分析评价。然后对反映综合经济效益的综合剩余模式进行讨论,得出综合剩余模式的平均收益等于直接经济剩余模式平均收益与关联系数乘以间接经济剩余模式平均收益之和。主要结论是,对铁路建设项目不仅要注重项目本身所涉及的局部经济效益,而且更要注重项目为整个铁路网运输系统带来的整体经济效益和为其它领域发展所产生的间接经济效益。为促进铁路发展,对那些直接经济效益差而间接经济效益好的铁路项目,政府应作为整体利益的维护者,或者直接参与投资建设,或者通过国民收入的再分配予以补偿。 The theory and method of evaluating economic benefits of railway construction projects are discussed from a point of systematic view. The relations among direct, indirect and comprehensive benefits of railway construction projects are elaborated, and an example is quoted. The comprehensive surplus pattern on the comprehensive benefit is analysed. The result comes that the average profit of the comprehensive surplus pattern is the sum of the average profit of the direct surplus pattern adding the average profit of the indirect surplus pattern multiplied by its collateral coefficient. The main conclusion comes that not only the local economic benefit of the constructed project itself, but also the integrated economic benefit of the whole railway network and the indirect benefit from developing other industries in connection with the railway construction project should be paid attention to. In order to accelerate railway development, as to the railway construction project which has good indirect benefit but poor direct benefit, the government, a defender for overall interests, should participate in the investment directly, or give compensation through national revenue redistribution.
