At present, Open Access Movement develops quickly as a result of the principle role of various forces. This paper explores the important force to promote the vigorous development of the Open Access Movement focusing on such aspects as government department and sub- vented scientific research organizations, academic researchers, universities, libraries, journal editors and software R＆D workers. 8 refs.
