在能源矿产资源旺盛的市场需求推动下,近年来资源富集区普遍呈现高速发展的态势,陕北作为国家能源化工基地已经步入了发展的快车道。但在高速发展之下,存在利益关系失衡、生态环境与经济发展失衡、产业结构失衡、所有制结构失衡等一系列突出矛盾。资源富集区只有积极转变增长方式,以优化结构为主线,才能充分利用资源开发红利期,实现区域经济社会的全面跨越、和谐跨越、高效跨越、持续跨越式发展。
