江苏宜兴抽水蓄能电站项目利用世界银行贷款,国际采购电站主要机电设备,涉外合同下的相关外事工作较复杂,涉外合同执行时间长,外方督导在华工作时间长、出入境频繁,现场安装督导翻译工作量大,外国专家督导工作生活条件要求高。宜兴项目外事服务水平如何,直接影响到涉外合同的顺利执行,最终关系到机组能否按时顺利完成安装、调试。国内水电项目外事工作没有固定管理模式可循,为顺利开展好宜兴抽水蓄能电站工程建设外事管理工作,华东宜兴抽水蓄能有限公司结合宜兴电站实际情况,不断摸索,采取了一些积极有效的工作方法,为宜兴电站涉外合同的顺利执行提供了有力的支持。

The Jiangsu Yixing Pumped Storage Power Station was loaned by the World Bank and its main electrical and mechanical equipments were purchased by ICB so that its relative foreign affairs involved in contracts are more complex. As the execution of these international contracts are in long term, the entry/exit affairs of foreign experts are very frequent and the translations for the site erection and supervision are abundant. And foreign experts also require good conditions for living and working. Therefore the management of foreign affairs will affect the smooth implementation of foreign contracts directly, and may involve the final completion on erection and commissioning of units. Although there are no fixed management methods that could be found in local hydropower projects, East China Yixing Pumped Storage Power Co., Ltd. adopted some positive and effective methods to improve the management of foreign affairs in accordance with the actual conditions at the site and provided the strong support for smooth implementation of foreign contracts for Yixing Pumped Storage Power Station.
