在电力市场环境下网嵌入的边际成本输电定价新方法 被引量:36

摘要 为适应输电网开放使用(OpenAccess)并建立电力市场的大趋势,输电定价问题已成为各国竞相研究的新问题之一。现有的各种方法或是缺少经济学信息,或是难以做到年收支的平衡,或是要求输入的数据太多而难以实现。本文发展了一种方法,它本质上仍然是一种边际成本方法,但在其目标函数中嵌入了反映输电网固定成本的过路费率(PassingRates),因而它既保留了边际成本定价中的各种经济学信息如阻塞成本等,又有利于年支出的回收。由于采用了简明高效的线性规划算法,从而又有利于这类方法的扩展与应用,进而有利于在电力市场中的公平与公开。算例表明,该方法在引导经济供电的同时,有利于电网营运的收支平衡,为输电网的开放使用,建立电力市场提供了理论模型和有效、合理、可行的方法。 To suit the general trend of transmission open access and electric power market,transmission pricing has become one of the new problems under attentive research in many countries all around the world.Available methods,however,are either lacking in economics information,or unable to make ends meet in revenue reconciliation or hard to realize owing to large quantity of required consumer data.A new method is presented in this paper,though essentially still a marginal cost based one,it embeds passing rates in the objective function for transmission network capital cost repayment so that it not only remains various economics information in marginal cost pricing such as jamming or congesting cost,but also is advantageous in grid's revenue reconciliation which should be a flexible requirement in our viewpoint and the revenue should give an economics information for the following years also.Employed linear programming makes it convenient for further development and application and consequently for fairness and transparency in electric power market.Case studies show that the method not only gives correct economics information but also is advantageous in grid's revenue reconciliation,so it offers a theoretical model and an efficient,rational and feasible approach to grids' operation in the establishment of power market and transmission open access.
