浅谈HSE管理体系及其推广应用

介绍了HSE管理体系的概念和内涵及中国石油天然气集团公司(CNPC)实施HSE管理体系的指导原则和建立HSE管理体系的理念。阐述了HSE管理的建立、推行和发展的过程,分析了目前CNPC实施HSE管理体系所遇到的主要问题,并针对这些问题提出了相应的解决思路和措施。

The concept and connotation of the health-safety-environment （HSE） management system, as well as the implementation of HSE in CNPC （China National Petroleum Corporation） are introduced.Discusses （HSE）management system and the standard content ,the golden rule.The main problems encountered during the implem- entation are analyzed . Some corresponding countermeasures involved in related aspects are suggested.
