我国农村环境保护法制建设中的问题及对策分析

Analysis on the Limitations of Chinese Rural Environmental Protection and Its Countermeasures

新农村建设日益成为社会关注的焦点,农村和农民的利益越来越得到重视和保护。但由于立法、执法和农民环境意识方面的缺失,我国的农村环境污染日益加剧,农民的环境权正受到严峻的挑战,而成功解决农村环境与否直接关系到新农村建设的成败。主要通过分析我国农村环境保护法制建设中存在的问题,进而从法律层面对健全和完善农村环境保护法制建设提出几点建议,希望对新农村建设有点裨益。

Since the building of new countryside is becoming the concern of society, the countryside and farmers＇ interests have been getting more and more attention and protection. However, owing to lack of relevant legislation and law enforcement and environmental awareness of farmers, the rural environmental pollution is growing graver and the environmental right is facing challenges. The successful solution of the rural environmental problem is the key to the success of the building of new countryside. Therefore, this paper presents the existing problems of law enforcement concerning environmental protection in rural areas, and puts forward some countermeasures to address the rural pollution from the legal aspects in the hope of making contribution to the building of new countryside.
