我国远洋渔业发展的困境及支持政策研究

Policy issues on supporting China’s distant waters fisheries

远洋渔业是我国渔业重要的组成部分,经过二十多年的发展,我国已经发展成为世界上主要远洋渔业大国之一。然而近年来由于国内、国际以及产业自然规律的原因,我国远洋渔业面临着成本上升、世界渔业资源竞争加大和设施落后等困境,远洋渔业发展困难重重。从国外远洋渔业发展的历程来看,远洋渔业的发展及壮大离不开政府的支持政策。本文结合我国远洋渔业发展的现状,提出我国远洋渔业发展的支持政策体系和完善远洋渔业发展支持政策的相关建议。

Pelagic fishery is an important part in China fishery. After more than two decades, China has become one of the leading pelagic fishery countries in the world. However, in recent years due to the changes of domestic and international situation and the order of nature of industry development, pelagic fishery in China is facing the problems of costs rising, increased competition of fishery resources and draggled facilities, and pelagic fishery development in China is in the dilemma. From the development experiences of other countries, the pelagic fishery can＇t develop without the government support policy. Author has analyzed the current situation of pelagic fishery and proposed some suggestions on support policy system to develop and improve pelagic fishery in China.
