福建省土地集约利用动态变化及对策探讨

The Land Consolidation Utilization Dynamic Development of Fujian Province and the Discussion of the Countermeasure

随着人口的增长,建设海峡西岸经济区战略的实施,城镇化和工业化进程的加快,福建省的建设用地需求量增加较快,土地供需矛盾将进一步加剧.根据福建省1996年和2007年的土地利用变更数据及一些经济指标,采用特尔斐法与定性和定量分析相结合的方法,对福建省土地集约利用水平动态变化情况及存在的问题进行了分析研究.结果表明:在研究时段内,福建省土地集约利用水平有了很大幅度地提高,但仍存在耕地面积减少、非农业建设用地扩展迅速、土地利用方式粗放等问题.在此基础上,提出一些对福建省土地集约利用有一定的实用价值和指导意义的对策.

Along with the growing of population,the implementing of the strategy of constructing the west coast of the strait economic zone and the speeding up of the process of the urbanization and industrialization, the need of land for constructing in Fujian Province increases rapidly and the conflicts between the land supply and demand are getting more and more serious. According to the data of the Fujian land utilization alteration from 1996 to 2007 and a number of the economic indicator elements, by using the Delphi forecasting method as well as the combination method of the qualitative analysis and quantitative analysis, an analysis and research paper has been done to deal with the land consolidation utilization dynamic developments of Fujian and current problems. The outcome of this shows that during the said period the land consolidation utilization dynamic level of Fujian has been developed dramatically but there still be problems of infield decreasing too much, non-agricultural land extending too fast and land utilizing too extensively. With this understanding, the article develops some countermeasures practical and instructional for the land consolidation utilization.
