建设公共文明志愿者的长效机制——对北京市公共文明志愿者建设的建议

Establish a Long Term System of Public Civilization Volunteers

公共文明志愿者队伍在首都精神文明建设中起到不可替代的作用,但是远远不能满足北京市公共文明建设的需求。鉴于公共文明建设是长期的任务和目标,志愿者队伍建设不能是小范围的、阶段性的,不能只靠主管部门倡导,而需要在政府力量的引导下,由广泛的公民单位和公民参与,形成长效机制,方可以提升社会整体的文明水平。本文在分析现有的公共文明志愿者团队的基础上,建议北京市建立公共文明志愿者管理的长效机制,通过招募、培训和认证,吸纳各行业和各阶层人员加入到公共文明志愿者队伍中来,并通过长期规划、协会组织建设、窗口行业的考核和公共文明基金等措施,保障长效机制有效实施。

With no substituted utility for construction of Capital Public Civilization, volunteer teams would not far from meet the requirements of Beijing nowadays. Because the construction of public civilization is a long term objective, setting up volunteer teams could not be regarded as a short term task of one department, the other way round, it should be established long term system for upgrading the level of whole civilization leaded by government and be participated by broad units and citizen. This article analyze the real public civilization volunteer teams and propose to establish a long term system by recruiting volunteers from each industry and class, then training and proving them to be regular public civilization volunteers in Beijing. In the same time, Government should constitute a long term strategy, organize institutes, examine service industries and build funds to ensure the system be implemented effectively
