第二次世界大战后德国企业代表会体制的重建进程分为三阶段:第一阶段是企业代表会的复兴运动;第二阶段是在盟军规制下的法制化;第三阶段通过联邦德国内部劳资利益团体的相互角力,正式重建了企业代表会体制。企业代表会体制的重建既反映了德国人推动战后德国社会转型的努力,也反映出这种转型的复杂性。
The rebuilding of the works councils in Germany after World War Ⅱ could be divided into three periods: firstly, the renaissance of the works councils; secondly, the legalization of the works councils under the Four-Power Control; thirdly, the struggle between employer and employee leading to the law of 1951 and 1952. This rebuilding was not only the endeavor of the German to push the social structure to change, but also the embodiment of the complexity of the change. This was the first step of the democratization of the German social structure.
