The rulers took the policy of ' Ruling the Country with filial piety' in Hart dynasty, thus resulting in the human relationships named 'Three Cardinal Guides, Six Detailed Rules'. These special relationships exerted a double impact on the Scholar-bureaucrats: On the one hand, the Scholar-bureaucrats involved in the human relationships network increased their slavishness; on the other hand, they gained support from the network, and partly kept their personality independent from 'Tao' and ' Power'.
