农村体育公共产品供给筹资机制研究

运用文献资料、逻辑推理、因果分析等方法,阐释了农村体育公共产品供给现行筹资模式及其特征,并就当前所面临的主要问题进行了深度归因。研究认为,财政筹资、市场筹资、以及非政府组织筹资、境外筹资、个人筹资是新型农村体育公共产品供给筹资的主要渠道;破除城乡"二元"格局、完善公共财政体制、建设转移支付制度、建立政府激励机制是构建新型农村体育公共产品供给筹资机制的主要政策措施。

By applying the methods of literature searching, logical reasoning and analysis of cause and effect, this article has explained the rural sports public product supplies present fund raising pattern and the characteristic, Ascribe to the subject matter which current faced carries on the depth to turn over. The research believed that the financial fund raising, the market fund raising, as well as the Non -governmental organizations fund raising, the foreign fund raising, individual fund raising are the rural sports public product supplies fund raising main channels; Abolishing the city and rural ＂Double＂ the pattern, perfecting public finance system, building transfer payment system and establishing government incentive mechanism are the fund raising underlying policy measures of the rural sports public product supplies.
