随着通信网规模的逐渐增大，网元类型的日趋增多，人们对网管系统管理能力的需求越来越高。电信管理网（ＴＭＮ）的思想既可满足目前需求，又适应未来发展，是未来网络管理的发展趋势。本文就ＴＭＮ的开发和建设方法的基本思想进行了探讨，并对它的未来发展方向进行了展望。

With the extention of the scale of telecommunication net and the increasement of network element types,the requirements for the management functions of network management (NM) become higher and higher.The idea of telecommunication management networks (TMN) which meets the present requirements and faces the future is the developement trend of NM.Both basic idea and fumdamental method of development of TMN is discussed.
