随着传统社会的现代化转型,我国宪政文化面临着功能缺失的现实困境,这一困境不仅仅影响了我国宪政理念的认同,而且对于我国宪政制度的构建和宪政价值的实现带来很多障碍。基于我国的现实国情,我们必须从宪法程序的角度来完善我国宪政文化,为我国宪政建设的顺利进行提供必要的文化基础。

With the transformation from traditional society to modernization, Chinese constitutional culture has been confronted with the dilemma of functional lack, which not only influences the recognition of constitutional ideas in our country, but brings obstacles to the construction of the constitutional system and the realization of the constitutional ideas in China. Based on the reality of our country, we should perfect constitutional culture from the perspective of constitutional procedure, and lay necessary cultural basis for the constitutionalism construction in our country.
